The story follows Keel, a young man living in Yabitsu—a town that has managed to prosper thanks to energy from a nuclear generator salvaged from the catastrophe. His life becomes intertwined with global politics when his relative Aoi rises to a prominent position within the New United Nations, advocating for a new world order where nations can transcend their historical differences. As tensions rise between competing visions for humanity's future, various factions emerge with conflicting ideas about how to establish lasting peace in this devastated world. Military forces, political leaders, and ordinary citizens all grapple with the question of what kind of society should rise from the ashes of the old world.
