I feel the need to write a review after quite enjoying this short--I think the rating it has is much too harsh! I certainly see the critique on the story being underexplained, but I think that's a given when something has a runtime of only 26 mins (3 of which are the ending theme). For the runtime, I think it actually did fairly well to create a cohesive (if vague) storyline with decently established characters--though, Noruda sadly felt more like a plot device than a character. She didn't have much agency in the story, and I found that to be a great shame. The setting is fun--theschool overnight, just before the cultural festival, led to some funny background conversations and setpieces (such as a giant cardboard monkey).

I think my enjoyment was also helped by my slightly romance/BL-addled brain, as weird as that sounds--hear me out. I know it was completely unintended, but the relationship between the two boys felt romantic in certain points to me, which I think added an extra layer to Saijou's actions regarding Azuma 'leaving him' and being so desperate to help Noruda. My brain turned it into an interesting love triangle, though that says more about me than the short I think (lol). Regardless, it added another layer to the actions of the characters that I enjoyed.
The subtle romance between Azuma and Noruda was also quite cute, though she was sadly very underdeveloped as a character, they had some sweet moments.

The art is the highlight--the animation is smooth and the style is decently unique and very pretty in certain background shots regarding the typhoon. It made the whole short enjoyable to watch purely on an aesthetic level. The characters designs also had that great balance of simple but effective that I personally always really love. Mildly, I am reminded of Mamoru Hosada's work, and Evangelion.

Overall, this is an enjoyable little short, despite having an underdeveloped plot.
