Tekusuke Monogatari was clearly made on an extremely shoe string budget. From periodically repeating character movements, to the lower frame rate and the use of shifting backgrounds to emphasize the illusion of movement, Mitsuyo Seo pulled out all stops to bring this rather simple bandit vs protector story to life. As with most of the films from this period, the archival process has failed to preserve these animated works in a form suitable for general consumption. The copy I managed to watch had its contrasts faded out and the sound filled with heavy distortion. Still, it was relatively enjoyable and even quaint in how similar itappears to western cartoons like Popeye in its style and visual gags. With its relatively short run time, giving this a look is not much of a chore.
