This OVA pretty seamlessly fits between the first and second arcs of the VOTOMs tv series. At the same time, the character of Pailsen was reused in later produced prequel materials, meaning that this also now serves as a conclusion to Pailsens arc from Roots of Ambition and The Pailsen Files; here, Pailsen is a minimally developed character, but with those later prequels we know just the tortured path he walked to this point. As such, what was a pretty good side story introducing Ypsilon, some more perfect soldier details and the Society together with tying up some of Chiricos past, is also the finale fora major story arc involving Pailsen.

Despite this stories production being spread out over 22 years, it does a pretty good job. We get more VOTOMs and some fun lore; at the same time, Chirico meets up with some old buddies who are sketched briefly but sufficiently effectively and this ensures the finale involves plenty of high quality AT action.

This is a well made OVA which adds to the main VOTOMs story while also concluding the story arc of the prequel OVAs. It manages all this by making superbly efficient use of its 52 minutes running time- meaning its a pacy and enjoyable watch.
