This is just a strong VOTOMs entry. The animation is really nice, with great design work as usual. Combined with great action sequences helped by a good job quickly establishing a small cast and setting for the action, with a logical and very enjoyable integration of Chirico. It should be noted the material does partly spoil the main VOTOMs anime; I don't care, but if you do you may want to watch in production order. The lore material it provides is good, however. The setting information and politics of the Gilgamesh Confederation military are also interesting, and Pailsen is an antagonist who we get to see againin the other prequel anime.

Overall, this is a pacy and action-packed VOTOMs entry that still manages to slide in some intrigue and world building.
