This is just a short two-minute music video as part of the very long running "Minna no Uta" program, where different musicians perform child-friendly songs set to animation produced by different animators -- something that has been literally going on for decades. And, as one might expect, the results are always of varying quality. Basically, this is a Counting Song - created to help young children learn how to count to the number thirteen. And watch the funny antics of different young ducklings while they learn the numbers. For people of my generation, this (if donein English) would have fit right in along all the other short videos we watched endlessly on Sesame Street. I guess, in Japan, Minna no Uta helps fill that function.

The video is cute enough, the song is fine (if repetitive, which is on purpose). But, I'm not exactly a four year old learning numbers, so I'm not the target audience.
