New Cutey Honey is a very fun OVA series, with plenty of fan service. The show has a fun feel, with the quirky humor of Go Nagai, and lots of slapstick humor as well. It's formulaic, basically our hero Honey, she's a sexy blonde girl who is an android and transforms into a red-headed warrior! Her transformations are lavishly animated, all around the show has a great look, smoothly animated with love. Pretty much a lot of accidental boob touching and blushing, slapstick humor, crazy over the top villains, crazy fun fights. Done with great art, very catchy music, and some memorable characters, especially our heroine Honey.And this is my favorite iteration of her story too.

So, pretty much yes, the vibe and fan service is this show's claim to fame. None the less, the other aspects of the show support that and it's a very fun and pleasant watch, with enduring characters. I recommend checking it out.
