Monster is definitely one of if not the greatest seinen series ever created. The way Urasawa masterfully wraps up the themes of morality, life and death, humanity, emotions, and mystery into a nice bow on top of an already great story is just exceptional. Some might complain about the "slower pace" it has but it makes the payoff much greater as we see and feel every cog in the mystery unravelling before our eyes. We as an audience are enveloped into the world and our perceptions of it spiral in and out of clarity with the information that is slowly presented to us. Another exceptional aspectis the antagonist Johan Liebert, in a lesser series his character would've been completely bastardized into an over the top edgy anime villain but instead, we get a genuine human shaped by trauma and a contrasting philosophy to that of Tenma making his presence not only horrifying but much more real
