This OVA is pretty much just filler side stories of more of the same as S2. Episode 1 is a filler action terrorist hunting side story. Episode 2 is a filler SoL swimsuit episode with a little bit of backstory rehashing on the 2 handlers who are apparently brothers. You don't really need to have seen S2 to watch this I suppose, but it is probably meant to be after, I don't think it has much temporal relation at all though, and it's not like anything relevant or otherwise even happens in S2 anyway. If you are one of the unfortunate souls who liked S2 thiswill further waste your time, congrats.

I don't recommend S2 nor this OVA, especially if you didn't like S1.
