While this OVA has the same great presentation as the main series and is watchable in its own right, it falls flat in other important departments. While we do get a little more background into the underground city and Levi's past it’s not an in-depth look and felt glossed over. The two new characters introduced as part of Levi's gang are generic, doomed characters whose fate is blatantly obvious right from the start. When some familiar faces show up, they are just used to move the story along and not provide any meaningful input. This is a two-episode OVA that would have worked better asa 5-10-minute flash back.
