Not much to talk about in a 2 EP ova but im gonna try... For what its worth, showing 1 big fight is probably the best way to do a 2 ep naval ova. But it is VERY cliche' to almost any submarine anime you've seen. But they try a little too much to reach a broad viewing audience. The captain looks like "Pops" from speed racer, the 3 junior sailors consist of a smart guy, a fat guy, and a closet homosexual (what is up with the dog collar WITH leash), the enemy captail looks like M. Bison, and everyone else looks like a normal sailor.On top of that the 10 minutes of "flashback" comes up its nothing but a lolifest.

Theres no reason for it to be there its just there *_* they even draw the lolis in skimpy outfits and gravure poses. Obvious Fanservice.

But if you can overlook that, the artwork and sound are really good. Most of the background art and aniation look hand drawn and hand painted. You can see this by the opening credits, and some of the massive ships. And all the other naval equipment seems to be CGI

I've only heard the dub but that is the only way i can see war-style anime imo. Kinda tired of engrish in war time efforts. But the submarine chatter, orders, all of that is well executed from a dub stand point. The bubbling water and ominous echoes of the subs engines, creaks and cracks of the subs under stress... its all there.

Overall, if you overlook the fanservice and pay attn to the submarine battle its not a bad little war show. But its not great either.
