The anime is around a 7 for me. There were some aspects that were good, and others that were simply subpar. *****THIS WILL CONTAIN SPOILERS******The main reason I wrote this review -- the characters: The newly added characters aren't developed at all.
Makoto: Don't expect his personality to change. He's still the same from DR1. Shy, slow-witted, idealistic. Nothing memorable from him. He could've been made more potent by being smarter, taking reasonable actions, and doing anything instead of shouting out hope jargon. Munakata points this out by saying mere platitudes won't save the world. You have to actually do something. Which brings me to discuss his character. He's ok and somewhat fleshed out by his motives, but nothing original since the writers set him up as "the person who went to far to achieve their goals."
Next is Ruruka. Her entire character is built on the "manipulative friend" trope and nothing beyond that.
Her boyfriend, Izayoi, is worse.
He doesn't have a realistic range of emotions outside of being stoic. Humans are rarely indifferent, and if they are, they have a reason. We're given no reason for Izayoi. He has no motives outside of accompanying Ruruka simply because their a couple. He has no backstory, either. So basically he is a plot device.
There is also a scene between them where Ruruka betrays him because "she doesn't want to get backstabbed." Izayoi says "It's not betrayal." This is supposed to be emotional, but all I'm seeing here is stupidity. We don't feel emotion because all we see is a trope and a plot device spit out their lines. And they aren't fleshed out properly.
Next is Ryota Mitaroi. He doesn't have a good motive. His motive is saving the world...with anime. In what reality would anime do to save people from the despair(i.e. poverty and death)?
He has a realistic personality at least that I can relate to: being timid. I have nothing else to say about him. He doesn't contribute much other than being a potential anti-hero when he tries to "save the world with anime." Again, another "went to far to achieve their goal" trope.
Hiro: Bumbling idiot/comic relief. Same as DR1. Characterization doesn't really matter since he isn't part of the main cast; but would have liked him to add a bit more maturity.
Seiko: She was kind of cute and I was urging her on to beat Ruruka. I liked her character. She was smart and reserved. Nothing memorable, but heavily relatable.
Kyoko: I liked seeing her deductions. She is a reasonable and understandable character. We know her backstory and why she acts stoic(DR1). Didn't like how she was saying platitudes with Makoto. Maybe this was supposed to be her further characterization.
Asahina: She has a realistic sense of morality and range of emotion. Hasn't changed much, but I'll give her a donut.
Tengan: Don't have much to report on him. He is extremely smart...
Juzo: He wanted to kill Makoto because Munakata said so. Juzo is prideful and loyal. He saved them all even though he didn't care for the cast and he got stabbed by Munakata, his friend since high school. Why did he save them? Plot.
Chisa: She had a nice personality, but she died before the first episode ended.

I'd add more examples, but I don't want to bore everyone. The rest of the characters die without any impact and barely have witty lines or character. You just become numb to the death before the halfway mark. The only reason they die is for shock value, which you should never do in your story. It's just a cheap way to evoke emotion. I'm certainly not feeling bad. While I was watching the anime, my face was like Kyoko's: stoic as a brick. My face is stoic right now while I'm writing this review.
I don't have much to say about the art and sound, but I rated them both 8/10. I liked the dark and gritty setting, and was singing along with the opening song. Didn't like the ending song though.
I'd rate story a 6/10: Fair. If you watched/played the games., the you don't need to watch the arcs since it adds nothing to the mainline games and just adds more questions. I was expecting a lot from this anime, but it mostly felt underwhelming. I can kind of understand this story and why is was created. Just wished they toned down the optimism because it was getting jarringly unrealistic. I liked the plot twist but disliked how they executed it with an anticlimactic reason.
Overall, don't come into this anime expecting a satisfying conclusion to our beloved series of Danganronpa. But you should still watch it to see some interesting aspects like the forbidden actions and different definitions of hope.
