As TDPerrin states, in the description of a YouTube upload of this, "In case you've ever thought Evangelion was in dire need of an accompanying water show and a building upon which to be projected." Hakata Angel Attack is pretty average. It's an eight minute short movie, but due to being projected onto a building wall, it's quite hard to tell what's going on at times. Art appeared to be mostly CGI. The story is only there to give each Evangelion something to do, and I cannot understand the dialogue, as I don't speak Japanese. It has Sagisu's score, though! Regarding the water effects, I don't feel theyadded anything to the experience, but I also imagine they were more impressive in person.
