The movie delivers absolutely breathtaking animation with the best fight scenes I've seen in recent anime, featuring stunning cityscapes and the triumphant return of Kogami kicking ass alongside Akane. However, the story feels underdeveloped with philosophical questions left unexplored, the setting change makes it not entirely feel like Psycho-Pass, and side characters get minimal screen time with mediocre villains.
